Pada Permulaan timbulnya revolusi industri terdapat berbagai macam keadaan yang tidak menguntungkan para pekerja seperti upah yang sangat rendah, jam kerja yang panjang, kondisi kerja yang tidak manusiawi, yang semuanya berpengaruh terhadap sikap antipati para pekerja terhadap para pemilik perusahaan, yang menimbulkan reaksi. Salah satu bentuk reaksi ialah tumbuhnya serikat – serikat pekerja. Yang dilandasi oleh kesadaran untuk berjuang bersama dalam memperjuangkan untuk meningkatkan kesejahteraan para pekerja dan keluarganya. Tidak seorang pun boleh menghalang-halangi pekerja warga negara Indonesia untuk mendirikan atau bergabung dengan serikat pekerja/buruh selama pendirian tersebut memenuhi syarat yang ditentukan peraturan perundang-undangan. Fenomena yang terjadi masih banyak perusahaan yang belum menyadari fungsi dari serikat pekerja, dimana serikat pekerja dianggap oleh pemilik perusahaan sebagai faktor penghambat kelancaran produksi karena serikat pekerja merupakan motor penggerak demo pekerja menuntut hak – hak yang melebihi dari yang diperjanjikan. Oleh karena itu, pengusaha trauma dengan kehadiran serikat pekerja di perusahaan. Disatu sisi pekerja menganggap perusahaan sebagai “musuh” bukan mitra kerja, karena pekerja berfikir bahwa pengusaha lebih mementingkan hak pengusaha daripada kewajiban pekerja. Hal ini menyebabkan ketidakharmonisan hubungan industrial yang disebabkan oleh karena komunikasi yang terputus, tingkat pemahaman peraturan perundang-undangan ketenagakerjaan yang rendah, kurang terbuka untuk menerima keberadaan serikat pekerja. Oleh karena itu, buku ini sebagai penuntun dan sangat bermanfaat bagi pengusaha dan pekerja untuk memahami fungsi peran hak dan kewajiban baik serikat pekerja, pengusaha, dan pemerintah untuk menciptakan hubungan industrial yang harmonis.
