Upaya meningkatkan kompetensi dan profesionalisme guru yang diberikan melalui program Guru Pembelajar, cenderung tidak menghasilkan seperti yang diharapkan. Setelah memperoleh pelatihan pun guru tidak memperlihatkan perubahan yang signifikan, sehingga diprediksi tidak akan terjadi perubahan pula terhadap kinerja dan hasil pembelajaran yang dicapai siswa. Dengan sikap optimistik, penyelenggaraan pelatihan tetap diberikan guru oleh Ditjen GTK dengan berganti nama menjadi program Pengembangan Keprofesian Berkelanjutan (PKB). Pelatihan memang perlu diberikan kepada guru, namun perhatian pun perlu di arahkan kepada faktor eksternal lain. Guru yang telah memperoleh ilmu dalam pelatihan, tidak akan mengalami perubahan perilaku pembelajaran, apabila tidak didukung oleh kondisi dan situasi lingkungan yang kondusif. Oleh karena itu pengembangan pengelolaan sekolah untuk menciptakan kondusifitas lingkungan sekolah pun menjadi penting diperhatikan, sehingga dapat memotivasi, menstimulir, dan mendorong pihak-pihak di sekolah untuk mewujudkan kinerja secara baik dan terarah. Dalam koteks guru, kondusivitas lingkungan sekolah menjadi masukan bagi guru dalam mengembangkan pengelolaan pola pembelajarannya. Untuk yang terakhir itu diajukan pemikiran tentang konsep siklus pengelolaan pembelajaran yang diharapkan dapat menjadi pedoman, acuan, dan penuntun bagi guru.
