EKONOMI POLITIK PANDEMI Membaca Program Pemerintah di Era Covid-19 di Indonesia

Pandemi Covid-19 saat ini telah menjadi perhatian berbagai negara di belahan dunia dan juga kita semua. Sebab, telah menyebabkan kematian secara massal. Untuk itu, demi alasan kesehatan dunia, sebagian besar negara kemudian melakukan berbagai langkah-langka pencegahan seperti pembatasan kunjungan wisatawan antara negara, hubungan kerja sama, dan aktivitas lainnya yang dianggap dapat memicu penyebaran Covid-19. Sebagaimana dilakukan oleh Pemerintahan Indonesia selama pandemi Covid-19 dalam hal ini pembatasan sosial berskala besar: pusat perbelanjaan, pendidikan, rumah ibadah, dan penutupan situs wisata. Sehingga, ekonomi negara secara nasional mengalami pelemahan bahkan kelumpuhan. Secara sederhana dapat dikatakan bahwa Covid-19 tidak hanya memberikan dampak kesehatan, namun juga secara ekonomi. Terlepas dari persoalan kesehatan, Covid-19 mem-berikan dampak serius terhadap pertumbuhan ekonomi negara. Tercatat ekonomi Indonesia sangat terpuruk, berada pada minus 5,32 persen. Begitu juga dengan angka kemiskinan, selama pandemi Covid-19, mengalami peningkatan. Sebab, banyak masyarakat mengalami penurunan pendapat bahkan mengalami kehilangan pekerjaan. Tulisan Dafrin Mukhsin dkk mendiskusikan upaya memulihkan ekonomi masyarakat demi kestabilan ekonomi nasional, pemerintah dengan melihat daya atau dampak kepada masyarakat dari program kebijakan BLT-Dana Desa yang bersumber dari dana desa. Apakah ekosistem ekonomi pedesaan memiliki kemampuan lebih survive di tengah pancaroba resesi global akibat wabah ini. Dengan adanya kebijakan BLT-Dana Desa diharapkan dapat membantu memulihkan masyarakat, sehingga per-tumbuhan ekonomi secara nasional dapat stabil kembali. Kendati demikian, dalam pelaksanaan kebijakan BLT-Dana Desa tidak berjalan mulus seperti dibayangkan. Tentu saja, kebijakan tersebut akan mengalami banyak hambatan bahkan melahirkan permasalahan baru. Karenanya, peneli-tian akan melakukan kajian proses “Implementasi Kebijakan BLT-Dana Desa (Dampak Covid-19) Pada Gelombang Pertama Tahun 2020” dengan alur dari pemerintahan pusat sampa ke perintahkan desa dan dampaknya bagi masyarakat selam pandemi covid-19. Sebuah kebijakan tanpa implementasi yang efektif, maka sebuah kebijakan tidak dapat dilaksanakan. Imple-mentasi kebijakan merupakan kegiatan yang dilakukan demi melaksanakan sebuah kebijakan yang lebih efektif. Dalam hal ini adalah pelaksanaan berbagai macam program dalam kebijakan. Pelaksanaan program kebijakan dilakukan setelah melewati tahapan tertentu. Dimulai dari perumusan kebijakan, penetapan, dan pengesahan kebijakan kemudian kebijakan tersebut dilaksanakan oleh badan (instansi) terkait. Dalam proses kebijakan, implementasi kebijakan adalah penentu terlaksananya suatu kebijakan. Di sisi yang lain implementasi kebijakan dapat berdampak baik atau jauh dari yang diharapkan. Konsekuensi-konsekuensi tersebut itulah yang akan dihadapi oleh masyarakat. Berdasarkan sensus penduduk 2020, Indonesia menempati posisi ke 4 sebagai negara dengan populasi terbanyak di dunia, yakni sebesar 274 juta jiwa. Besarnya populasi di Indonesia tentu memiliki berbagai permasalahan, salah satunya adalah masalah pengangguran dan kurangnya lapangan kerja yang tersedia di Indonesia. Badan Pusat Statistik (BPS) telah mencatat bahwa jumlah pengangguran di Indonesia mengalami peningkatan menjadi menjadi 26,42 juta jiwa hingga pada Maret 2020, yang mana sebelumnya angka tersebut disumbang sebesar 1,63 juta jiwa di bulan September 2019 dan 1,28 juta jiwa di bulan Maret 2019. Tingginya jumlah tingkat pengangguran di Indonesia tentu dapat dipengaruhi oleh kurangnya tersedia lapangan kerja yang dapat menampung para angkatan kerja bahkan sebelum pandemi, sehingga wabah ini memberikan daya tekan ganda (double exposure) yang merebak masuk ke Indonesia dan merusak tatanan kegiatan ekonomi yang belum kuat. Hal ini membuat banyak pelaku usaha harus gulung tikar dan para pekerja yang harus terdepak dari kegiatan perusahan-perusahan yang bangkrut. Selanjutnya juga kriteria tinggi yang diharapkan oleh perusahaan dan rendahnya kualitas sumber daya manusianya juga menjadi masalah tersendiri terhadap kondisi angkatan kerja Indonesia. Berangkat dari permasalahan tersebut, dengan meng-gandeng sektor swasta pemerintah dengan semangat gotong royong meluncurkan program kartu prakerja yang mana itu merupakan program untuk pengembangan kompetensi kerja dan kewirausahaan yang guna mencari kerja, pekerja atau buruh yang terkena pemutusan hubungan kerja, pekerja yang membutuhkan peningkatan kompetensi termasuk pelaku usaha mikro dan kecil. Program ini juga menjangkau kepada para pekerja dan pelaku usaha UMKM yang terdampak langsung akibat Covid-19. Ini menjadi sebuah harapan agar dapat menanggulangi permasalahan pengangguran yang semakin lama semakin meningkat jumlahnya dan para menjadikan Sumber Daya Manusia Indonesia menjadi SDM yang unggul dan memiliki daya lenting yang hebat.
