Managing the Transition to a Market Economy

This paper takes stock of developments in the Iranian economy in recent years, reviews the key issues and policy responses, highlights the nature of the challenges ahead, and draws implications for the next phase of reforms. Iran has received much attention from a geopolitical and regional standpoint, but its economic challenges have not attracted a similar degree of interest. Yet, with a population of 69 million, considerable hydrocarbon resources, a dynamic and entrepreneurial middle class, and a relatively well-educated labor force, Iran's economic potential is considerable. Equally important is Iran's experience with economic reform, which deserves attention for several reasons: (i) Iran is in transition to a market economy, and the process has been neither been smooth nor supported by external conditions; (ii) significant advances have been made in recent years in opening up the economy to international trade and foreign direct investment, encouraging the private sector, removing exchange restrictions, reforming the tax system, and enhancing macroeconomic management; and (iii) despite the progress achieved, major challenges remain.--Publisher's description.

The collaborative efforts of ColombiaA's Department of National Planning (DNP) and the World Bank has produced the National Evaluation System of Public Sector Performance (SYNERGY). Put in place by the Special Division for Evaluation in DNP, this system has been designed and implemented to change the public sector from an inward-looking, process-oriented body (which sometimes restrains economic and social progress) into a more dynamic, results-oriented partner of the community and private sector in development. This report explores the critical factors in making SYNERGY a successful evaluation system. Such factors include ways of making it an effective management tool, promoting civil society participation by focusing on results for people and leveraging on their energy and resource, defining a constructive learning process for implementation, and providing an enabling environment for a results-oriented public sector.

Akan tetapi hanya Tuhanlah yang mengetahui, betapa banyak jerih payah harus kami alami sehingga kebahagiaan ini dapat dilimpahkan kepada para penderita yang malang ini. (EG, 109). Kalimat itu mengungkapkan semangat melakukan pelayanan yang berbela rasa dan demi keselamatan jiwa para penderita. Hingga saat ini semangat pelayanan itu terus-menerus diwariskan agar dihayati dan dihidupi, khususnya para praktisi yang melayani di bidang kesehatan. Namun, upaya tersebut tidak hanya berhenti pada para praktisi saja melainkan juga kepada pihak lain yang tergerak untuk berdinamika dalam bidang pelayanan kesehatan. Upaya meneruskan warisan rohani itu agar makin kontekstual juga dilakukan dengan menyusun buku Pendidikan Karakter Mahasiswa Berbasis I-CARE (Integrity, Compassion, Assurance, Respect, Embrace Innovation). Buku ini bisa digunakan sebagai inspirasi oleh seluruh karya pelayanan pendidikan kesehatan sebagai nilai-nilai pokok yang menjiwai serta menjadi ciri khas yang didalami serta dihidupi oleh unit-unit pelayanan kesehatan dan pendidikan kesehatan. Diharapkan buku ini membantu dalam mewujudkan pelayanan kesehatan dan pendidikan kesehatan yang profesional dan berbela rasa sesuai dengan tuntutan zaman.
