A Socio Legal Account of Legislative Process in England and Wales, 1985 to 2010

The legislative process is complex, encompassing a variety of aims and outcomes. Some norms and rules are embodied in law because we are simply expected by government to follow them. Others are there for entirely different reasons. A legislator may wish to send messages about what constitutes desirable behaviour, to demonstrate government's ability to deal with a local and short-term issue or to distract the electorate from other crises. Law is often, though not always, designed as a means to an end. Taking a sociological and empirically-based approach, this book offers a rare insight into the real processes by which lawmakers attempt to influence (or fail to influence) human behaviour. This account of the legislative process in Westminster rests on the author's observations and discussion with key players from the standpoint of an academic adviser on research to the department responsible for family law-making (originally the Lord Chancellor's department, then the Department for Constitutional Affairs and now the Ministry of Justice) and draws on her longstanding involvement in and knowledge of the processes of law-making. Documenting the little understood processes that occur in Whitehall, in particular how ministers, advisers and officials work together, it reveals a quite different picture from that of the rational lawmaker imagined in textbooks. Instead what emerges is an empirically-based view of the aims and functions of statute law including the different forms and relevance of symbolic legislation and a realistic view of what law aims to accomplish and what can be done in practice.

"Education Indicators" are facts and statistics that help to describe a public education system. They are tools which are useful in examining and measuring the effectiveness of the system. Examples include information such as the amount of local funds raised to support local schools, per pupil expenditures, pupil-teacher ratios, and student achievement results. This publication contains a series of indicators which will help interested citizens, policymakers, and legislators understand the many components of the K-12 Maine public education system. This paper is comprised of six categories of indicators: (1) Background Demographics; (2) Enrollment; (3) Staff; (4) Program; (5) Student Performance; and (6) Finance. While the categories have been changed recently from previous editions, the report still contains the same indicators. The "Background Demographics" section provides information on community and societal characteristics of the education environment which may have an impact on student learning. The "Enrollment" section highlights enrollment trends statewide and in some cases by county. The "Staff" section provides characteristics of Teachers and Administrators in schools statewide. The "Program" section provides information on the school district organizational structure and other specific programs within schools that enhance education in Maine. The "Student Performance" section provides a tool to assess the productivity and accomplishments of education in Maine. And finally, the "Finance" section provides financial information relevant to education in Maine. Two appendices are included: (1) Statutory Language for the Maine Education Policy Research Institute; and (2) Related Publications. (Contains 55 tables and 39 figures.).

A Handbook Studying the Policy Agenda of the 21st Century

This book collects studies with a 'critical education policy orientation', and presents itself as a handbook of matters of public concern. The term 'critical' does not refer to the adoption of a particular theoretical framework or methodology, but rather it refers to a very specific ethos or way of relating to the present and the belief that the future should not be the repetition of the past. This implies a concern about what is happening in our societies today and what could or should be happening in the future. As a consequence, the contributors to the book rely on a general notion of public policy that takes on board processes, practices, and discourses at a variety of levels, in diverse governmental and non-governmental contexts, and considers the relation of policy to power, to politics and to social regulation. Following the detailed introduction that aims at picturing the landscape of studies with a 'critical education policy orientation', the book presents re-readings of six policy challenges; globalization, knowledge society, lifelong learning, equality/democracy/social inclusion, accountability/control/efficiency and teacher professionalism. It seeks to contextualise these in relation to issues of current global concern at the start of the 21st century. Despite the diversity of approaches, this collection of critical education policy studies shares a concern with what could be called 'the public, and its education, ' and represents a snapshot of education policy research at a particular time.
