Kekerasan telah menjadi warna politik di Indonesia, terutama sejak 1965. Berbagai kekerasan terus berulang. Sejak dari peristiwa Tanjung Priok, Tragedi 27 Juli, Mei 98, kasus-kasus bom di berbagai wilayah hingga kasus-kasus kekerasan terkini. Pelakunya bukan saja aparatur negara, masyarakat sipil dengan mempertaruhkan berbagai kepentingan, juga terlibat dalam aksi kekerasan, yang bahkan mengarah pada kekerasan ekstrem dan pelanggaran hak-hak asasi manusia. Sumber daya manusia merupakan faktor yang penting menentukan dalam setiap organisasi karena sebagai salah satu unsur kekuatan daya saing organisasi juga sebagai penentu utama organisasi dalam meningkatkan produknya atau pelayanannya kepada masyarakat. Untuk memenuhi tuntutan tersebut diperlukan upaya yang sistematis agar mampu bekerja optimal dalam memberikan pelayanan terbaik atau untuk menghasilkan produk terbaik. Hal tersebut hanya mungkin dicapai melalui peningkatan pengetahuan, ketrampilan dan keahlian melalui program pengembangan SDM. Upaya perbaikan pengelolaan sumber daya manusia terus dilakukan tanpa henti sehingga produktifitas kerjanya dapat meningkat dan dapat dicapai efektivitas dan efisiensi organisasi.

Maka dalam pengelolaan sumber daya manusia perlu dilakukan perencanaan dan pengembangan sehingga dimasa datang dapat tersedia SDM yang berkualitas dan unggul.
