Agar manusia dapat disuruh dengan yang ma’ruf dan dilarang dari yang mungkar, maka manusia tersebut harus berada dalam lingkungan Al-Khoir terlebih dahulu. Agar manusia tersebut mau berada dalam Al-Khoir, maka manusia harus diajak terlebih dahulu. Ajakan inilah yang dimaksud dengan “dakwah”.
