Fokus kajian buku ini adalah pemikiran politik yang mengacu pada pemikiran politik dalam perspektif Islam dan hubungan negara dengan agama dalam kaitannya dengan penyelenggaraan pemerintahan. Secara historis, persoalan politik selalu menarik untuk diperbincangkan, apalagi dikaitkan dengan perspektif Islam. Wacana negara dan agama (Islam) terus saja bergulir seiring dengan perkembangan zaman. Tanpa kecuali, di Indonesia, negeri yang berasaskan Pancasila, polemik tentang hubungan negara dengan Islam selalu saja mencuat ke permukaan. Sejak masa awal kemerdekaan, bahkan sebelumnya, perdebatan mengenai hubungan negara dengan agama tetap menjadi topik yang hangat dan diskusi pun menjadi alot dalam sidang-sidang di parlemen. Diskusi mengenai penerapan syariat Islam dalam Piagam Jakarta, misalnya, masih menyisakan bahan renungan sampai kini. Demikian juga polemik Soekarno dan M. Natsir pada tahun 1940-an tentang hubungan agama dan negara memiliki makna historis sangat penting. Dalam pandangan Soekarno, agama merupakan aturan-aturan spiritual (akhirat) dan negara adalah masalah duniawi (sekular). Tentang bentuk negara, Soekarno mendukung gagasan negara demokrasi. Sementara Natsir bertitik tolak dari pandangan bahwa agama (Islam) tidak dapat dipisahkan dari negara. Bagi Natsir, urusan kenegaraan pada prinsipnya merupakan bagian integral ajaran Islam.
