Manajemen kas merupakan bagian dari wewenang Menteri Keuangan selaku Bendahara Umum Negara. Dalam pelaksanaannya, Menteri Keuangan menunjuk Direktorat Pengelolaan Kas Negara (PKN) sebagai Kuasa Bendahara Umum Negara (BUN) di tingkat pusat. Pengelolaan kas di Direktorat PKN sebagai bagian dari fungsi treasury Ditjen Perbendaharaan telah mengalami banyak perubahan. The Great Kanto Earthquake of 1st September 1923, with its devastation and confusion drove home in its appalling way the importance of being able to broadcast immediate information to the public.
