Public Service Broadcasting and Post-Authoritarian Indonesia

This book investigates public service broadcasting (PSB) models in post-authoritarian regimes, and offers a critical inspection of the development of a Western European-originated PSB system in Asian transitional societies, in particular in Indonesia since the 1990's. Placing the case of Indonesia's PSB within the context of global media liberalization, this book traces the development of public service broadcasting in post-authoritarian societies, including the arrival of neoliberal policy and the growth of media oligarchs that favour free market media systems over public interest media systems. The book argues that Western European PSB models or 'BBC-like' models have travelled to new democracies, and that autocratic legacies embedded in former state-owned radio and television broadcasters have resisted pro-democratic media pressures. As such, similar to new PSBs in other post-colonial, transitional and global south regimes, such as in Arab states or Bangladesh, this book demonstrates that the adoption of PSB in Indonesia has not reflected the ideal PSB project initially envisaged by media advocates but was flawed in both media policy and governance. It explores the history of broadcast governance in authoritarian Indonesia, and considers how Western European PSB or 'British Broadcasting Corporation/BBC-like' models have travelled – somewhat uneasily – to new democracies, but also how autocratic legacies embedded in former state-owned radio and television channels have resisted external parties of pro-democratic media systems.

This text offers a theoretical engagement with the ways in which private and public interests - and how those interests have been understood - have framed the changing rationale for broadcasting regulation, using the first century of UK broadcasting as a starting point. Unlike most books on broadcasting, this text adopts an explicitly Foucauldian and genealogical perspective in its account of media history and power, and unpicks how the meanings of terms such as 'public service' and 'public interest', as well as 'competition' and 'choice', have evolved over time. In considering the appropriation by broadcasting scholars of concepts such as neoliberalism, citizenship and the public sphere to a critical account of broadcasting history, the book assesses their appropriateness and efficacy by engaging with interdisciplinary debates on each concept. This work will be of particular significance to academics and students with an interest in media theory, history, policy and regulation, as well as those disposed to understanding as well as critiquing the neoliberalization of public media.

Broadcasting has long been considered one of the keys to modernization in the developing world. Able to leap the triple barrier of distance, illiteracy, and apathy, it was seen as a crucial clement in the development of new nations. Recently, however, these expectations have been disappointed by broadcasting's failures to reach the rural masses and the urban unemployed. Broadcasting has also come under attack as serious questions have been raised about its uncritical importation of western culture. Now, in Broadcasting in the Third World, Elihu Katz and George Wedell offer the first complete coverage of the problems and promises of broadcasting in the third world. Their findings, often controversial and always illuminating, will be of considerable value to sociologists, political scientists, communications specialists, and students of development. Broadcasting in the Third World is based on field research in eleven developing countries (Algeria, Brazil, Cyprus, Indonesia, Iran, Nigeria, Peru, Senegal, Singapore, Tanzania, and Thailand) and secondary source material from a further eighty countries. In looking at the role of broadcasting in national development, the authors focus on three areas of promise: national integration, socio-economic development, and cultural continuity and change. They describe the ways in which the technology and content of broadcasting have been transferred from the developed west to the third world, and the go on to show that western broadcasting must be adapted to suit the specific political, economic and social structures of each developing country. The authors conclude with a series of recommendations which challenge most of the assumptions upon which the principles and practices of broadcasting are based. Well-researched, extensively documented, it will challenge policy-makers and provide important data for researchers.

The Epistemological Turn in Islamic Reform Discourse

This book explores the intellectual discourse in post-revolutionary Iran. It focuses on Abdolkarim Soroush, a leading Muslim liberal thinker, whose theory of religion is regarded as highly relevant to the current theological and intellectual dynamics in the Islamic world. The Philosophy of Religion in Post-Revolutionary Iran discusses why and how Soroush's thought has developed from an Islamic apologetic modernist theology in the 1970s to a liberal theory about religion in post-revolutionary Iran. Through a close and detailed analysis of Soroush's main theories, the book argues that Soroush's thought evolved, through reception of post-positivist epistemology and interaction with Islamism in practice, into a historicist and pluralist theory of religion, a theory that regards religion, including Islam, as being a contextual and historical dialogue between man and the Absolute. The book also highlights some shortcomings of Soroush’s reform project. Specifically, it notes that Soroush, consciously or unconsciously, has not yet admitted many extensive consequences of his theories, such as those relating to historicity of religious rituals (‘ibadat) or recognition of the post-Mohammadan revelations and religions. In addition, some other features and implications of Soroush’s thought, such as a historical-critical approach to the Koran, post-secular and post-Islamist theologies, and his dialogical approach that goes beyond the Orientalism–Occidentalism dichotomy, are discussed.
