Keberhasilan mencapai tujuan dan kompetensi pembelajaran sangat ditentukan oleh desain pembelajaran yang disiapkan oleh guru sebelum memulai proses pembelajaran, karena desain merupakan bagian yang tak dapat dipisahkan dalam proses pembelajaran, melalui desain pembelajaran yang disusun sedemikian rupa dengan memperhatikan berbagai pertimbangan, diharapkan dapat menciptakan proses belajar yang menarik dan menyenangkan. Desain pembelajaran pada dasarnya dimulai dari kegiatan analisis yang digunakan untuk menggambarkan masalah pembelajaran sesungguhnya yang perlu dicari solusinya. Setelah dapat menentukan masalah yang sesungguhnya maka langkah selanjutnya adalah menentukan alternatif solusi yang akan digunakan untuk mengatasi masalah pembelajaran. Seorang perancang program pembelajaran perlu menentukan solusi yang tepat dari berbagai alternatif yang ada, baik pendekatan pembelajaran, strategi pembelajaran, metode pembelajaran dan teknik/taktik pembelajaran yang digunakan untuk mengatasi masalah tersebut. Selanjutnya ia dapat menerapkan solusi tersebut untuk mengatasi masalah yang dihadapi. Evaluasi adalah langkah selanjutnya, sehingga nantinya bisa mengetahui rancangan atau desain yang sesuai dengan pembelajaran dan desain tersebut bisa diaplikasikan dalam proses pembelajaran.
