As a threat, a pandemic has indirect implications for social, economic and political conditions both at domestic and international levels. Thus, collective and comprehensive efforts are needed in responding to and preventing the expansion of infections caused by the virus, including Covid-19. This international conference provides the discourse on social, economic as well as political issues regarding the condition after the pandemic. Social issues are studied through social welfare, sociology, governance, communication and international relations approaches. Meanwhile, economic problems are discussed through business, economic development and economic management approaches. Under the First International Conference on Humanities and Social Sciences (ICHSOS) 2021, speakers from several countries provided solutions and alternative perspectives in preventing and dealing with problems after the Covid-19 pandemic. This book contains 42 papers presented at the conference.

Maintaining Performance

Evidence-based Educational Facility Management Through a Decision-support Tool Leveraging Prior Empirical Research

Public institution facility operations and maintenance is a significant factor enabling an institution to achieve its stated objectives in the delivery of public service. To meet the societal need, Facility Directors must make increasingly complex decisions managing the demands of building infrastructure performance expectations with limited resources. The ability to effectively measure a return-on-investment, specific to facility maintenance indirect expenditures, has, therefore, become progressively more critical given the scale of public institutions, the collective age of existing facilities, and the role these institutions play in society. This research centers on understanding the method of prioritizing routine work in support of indirect institutional facility maintenance expense through the lens of K-12 public education in the state of Arizona. The methodology documented herein utilizes a mixed method approach to understand current facility maintenance practices and assess the influence of human behavior when prioritizing routine work. An evidence-based decision support tool, leveraging prior academic research, was developed to coalesce previously disparate academic studies. The resulting process provides a decision framework for prioritizing decision factors most frequently correlated with academic outcomes. A purposeful sample of K-12 unified districts, representing approximately one-third of the state's student population and spend, resulted in a moderate to a strong negative correlation between facility operations and student outcomes. Correlation results highlight an opportunity to improve decision making, specific to the academic needs of the student. This research documents a methodology for constructing, validation, and testing of a decision support tool for prioritizing routine work orders. Findings from a repeated measures crossover study suggest the decision support tool significantly influenced decision making specific to certain work orders as well as the Plumbing and Mechanical functional areas. However, the decision support tool was less effective when prioritizing Electrical and General Maintenance work orders. Moreover, as decision making transitioned away from subjective experience-based judgment, the prioritization of work orders became increasingly more consistent. The resulting prioritization, therefore, effectively leveraged prior empirical, evidence-based decision factors when utilizing the tool. The results provide a system for balancing the practical experience of the Facility Director with the objective guidance of the decision support tool.

Moreover, as decision making transitioned away from subjective experience-based judgment, the prioritization of work orders became increasingly more consistent.

The Conversational Circle

Rereading the English Novel, 1740-1775

The Conversational Circle offers a model for exploring a range of novels that experiment with narrative patterns. It makes a compelling case that teleological approaches to novel history that privilege the conflict between the individual and society are, quite simply, ahistorical. Twentieth-century historians of the early novel, most prominently Ian Watt, Mikhail Bakhtin, and Terry Castle, have canonized fictions that portray the individual in sustained tension with the social environment. Such fictions privilege a strongly linear structure. Recent reexaminations of the canon, however, have revealed a number of early novels that do not fit this mold. Betty Schellenberg identifies another kind of plot, one that focuses on the social group—the "conversational circle"—as a model that can affirm traditional values but just as often promotes an alternative sense of community. Schellenberg selects a group of mid-eighteenth-century novels that experiment with this alternative plot structure, embodied by the social circle. Both satirical and sentimental, canonical and non-canonical, these novels demonstrate a concern that individualistic desire threatened to destabilize society. Writing that reflects a circular structure emphasizes conversation and consensus over individualism and conquest. As a discourse that highlights negotiation and harmony, conversation privileges the social group over the individual. These fictions of the conversation circle include lesser-known works by canonical authors (Henry Fielding's Amelia and Richards's Sir Charles Grandison as well as his sequel to Pamela), long-neglected novels by women (Sarah Fielding's David Simple and its sequel Volume the Last, and Sarah Scott's Millenium Hall), and Tobias Smollet's last novel, Humphrey Clinker. Because they do not fit the linear model, such works have long been dismissed as ideologically flawed and irrelevant.
