Transforming Education

The Spanish Experience

For anyone wishing to understand the process of transforming education in Spain, Inmaculada Egido has presents a detailed and encyclopedic description of events. Against historic background, this book discusses the impact of recent and current change, a process which has transformed education from a very centralised to a decentralised and democratic system. As the author indicates :In the last three decades education in Spain has been characterised by a profound transformation. Practically, there is no aspect of the educational system that has not been modified during this period, including both the administration and government of education and the structure and content of educational levels, the education financing and the training and work conditions of teachers... despite the delay in the starting point the achievements of the Spanish educational system in the last years are undeniable'. The autonomy of schools receives much attention not the least because of the changes which affect school governance, the participation of parents and the role of the school principal. The author concludes that, despite democratisation, there remains the need to further this process in relation to the internal functioning of schools and especially in relation to the actual participation of parents and pupils. PARTIAL CONTENTS: Acknowledgements; The Spanish Educational System; Historical Overview of the Spanish Educational System; Key Features of the Educational System; Legislation, Principles and Administration of the Educational System; Structure of the Spanish Educational System; Teaching Staff; An Overview of the Spanish Educational System: Light and Shade; School Management: Meeting the Challenges of the New Millennium.

The Race Between Education and Technology

This book provides a careful historical analysis of the co-evolution of educational attainment and the wage structure in the United States through the twentieth century. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This boosted income for most people and lowered inequality. However, the reverse has been true since about 1980. The authors discuss the complex reasons for this educational slow-down and what might be done to ameliorate it.

Reforming Education in the Regions of Russia

Russia's educational system, with broad access, and high levels of scholarly achievement, has long been a source of strength. The Soviet system, however, was grossly overcentralized, inefficient, and lacking in accountability. In the last decade, attempted rapid decentralization has not been well designed, since there has been no commensurate transfer of resources and levels of responsibility have remained unclear. Unless corrected soon, the harmful impact on educational quality and equity could be very serious. The purposes of this report are to analyze the nature of the current problems and to discuss policy options open to the Russian Government in its efforts to improve educational efficiency, preserving and even improving equitable access, without sacrificing traditions of academic excellence. This report is based on analysis of trends across the 89 Russian regions and case studies. In its conclusions, the report draws on this regional experience to suggest reform options. Among other proposals, efficiency could be increased by giving schools increased financial autonomy, using of per capita financing formulae, and beginning to rationalize the teaching force and improve its quality. A national system of student assessment might help both to raise quality and improve the equity of access to highly selective institutions. Reforms are required to improve the market responsiveness of first-level vocational education, and especially to avoid excessive and premature specialization. Education practitioners and policy makers will find this publication of interest.

Management Education for Small and Medium-sized Enterprises in the European Communities

This report summarizes the activities of various bodies providing training impetus for small and medium-sized enterprises (SMEs) in Europe on the three levels of (1) basic management education for potential small and medium-sized business owners and/or managers; (2) programs for small firm start-ups; and (3) activities to improve the management of already existing small and medium-sized enterprises. Taking into account the assumed growing needs for training measures on all three levels, the report gives an overview on what measures are offered, as well as an analysis of those measures in terms of the current challenges in the business environment--characterized by growing worldwide competitiveness and rapid technological change. A summary is provided of the different methods used in the various countries, how the support components are related to each other, and how the results can be judged by comparing claims and results. Suggestions for more appropriate solutions are offered. Six case studies of small business development programs in England, Ireland, West Germany, France, the Netherlands, and Spain are included in the report. (KC)

The Higher Education landscape around the world is changing. There is global competition for students' enrolments, universities are competing within their home market as well as in the international market, and as government funding for public universities is reducing there is pressure on universities to seek additional income by increasing their student enrolment. African universities are not an exception in this competitive market. This book is unique in providing a composite overview of strategic marketing and brand communications of higher education institutions in Africa. It recognises that there is a growing need for universities to understand the stakeholders and develop strategies on how best to engage with them effectively. Highlighting the unique characteristics, nature, and challenges of African universities, this book explores the marketisation strategies of African universities, with focus on the strategic digital marketing and brand management. The book provides significant theoretical and marketing practice implications for academics, higher-education administrators, and practitioners on how best to market higher education in Africa and reach out to prospective students. International practitioners aiming to market to Africans and start a partnership with an African university will also find this relevant in understanding the dynamics of the African market.
