Upaya meningkatkan kompetensi dan profesionalisme guru yang diberikan melalui program Guru Pembelajar, cenderung tidak menghasilkan seperti yang diharapkan. Setelah memperoleh pelatihan pun guru tidak memperlihatkan perubahan yang signifikan, sehingga diprediksi tidak akan terjadi perubahan pula terhadap kinerja dan hasil pembelajaran yang dicapai siswa. Dengan sikap optimistik, penyelenggaraan pelatihan tetap diberikan guru oleh Ditjen GTK dengan berganti nama menjadi program Pengembangan Keprofesian Berkelanjutan (PKB). Pelatihan memang perlu diberikan kepada guru, namun perhatian pun perlu di arahkan kepada faktor eksternal lain.
