Menurut Undang- Undang Nomor 20 tahun 2003 tentang Sistem Pendidikan Nasional menyatakan, komponen-komponen sistem pendidikan yang bersifat sumber daya manusia dapat digolongkan menjadi tenaga pendidik dan pengelola satuan pendidikan (penilik, pengawas, peneliti dan pengembang pendidikan).
