Untuk meningkatkan mutu pendidikan pada lingkup satuan pendidikan yang berperan aktif adalah tenaga pendidik. Tanpa peran aktif mereka, peningkatan mutu pendidikan tidak akan pernah tercapai. Menurut Undang- Undang Nomor 20 tahun 2003 tentang Sistem Pendidikan Nasional menyatakan, komponen-komponen sistem pendidikan yang bersifat sumber daya manusia dapat digolongkan menjadi tenaga pendidik dan pengelola satuan pendidikan (penilik, pengawas, peneliti dan pengembang pendidikan).

Untuk meningkatkan mutu pendidikan pada lingkup satuan pendidikan yang berperan aktif adalah tenaga pendidik.
