Tata kelola dibutuhkan untuk mengatur dan mengendalikan hubungan antara manajemen dengan para pemangku kepentingan yang ada dalam sebuah organisasi, yang pada akhirnya diharapkan tercipta transparansi, akuntabilitas, responsibilitas, independensi dan fairness dalam organisasi tersebut. Perguruan tinggi merupakan sebuah organisasi yang kompleks dalam pengelolaan keuangannya.
