The objectives of this study are to identify the perceived competency levels a competency needs to primary school heads as instructional leaders, to analyse differences between levels of competencies and the respondents' background characteristics, to examine the relationship between competency levels and competency needs,and to analyse the respondents ranking of these competencies. A questionnaire was used to collect data for the study. Six, competencies were identified in the questionnaire : curriculum and teaching, supervision and evaluation of teaching, staff development, interpersonal relations, stall motivation and school management.
