Current Problems of University Management

The quality of teaching in higher education has been widely discussed for years, in Poland and abroad alike. As regards our domestic situation, the problem has been intensifying since our transformation in 1989 due to the increase in the number of private universities, experiencing difficulties in providing adequate academic staff for didactic purposes. These types of problems are also noticeable abroad; especially in the context of the requirements imposed by the Bologna Process and the recommendations of the European Union. That is why an international research project came into being. The project was financed by the Department of Applied Economics of the Jagiellonian University and it was joined by universities from the USA, Ukraine, Russia, Algeria, Germany and Poland. The results of the research carried out under the auspices of Professor Tadeusz Wawak have been presented in the present monograph. It can be noticed that the problems which particular universities are struggling with are similar. It is also important to say that the completion of the tasks in the scope of pro quality management restructuring at the university demands the implementation of the principles of Total Quality Management. The authors of individual chapters are educational researchers from the USA, Russia, Algeria, the Ukraine and Poland. Each of them presents problems existing in their own academic environment, on the basis of their personal experience. They comprise, among others, New Economy promoting New University, the process of globalization and integration, the Bologna Process with adjustment to its recommendations and the internationalization of higher education. Not only does it describe its present state but it also contains its critical assessment and a series of proposals including the need to implement the necessary structural changes in this area and to create a comprehensive system improving the quality of university management. BUKU BAHAN AJAR KOMPETENSI DIGITAL BAGI CALON PENDIDIK BIOLOGI

Berawal dari sebuah kongres nasional Biologiwan di Amerika, dirangkumlah keputusan dari konferensi tersebut dalam bentuk sebuah buku berjudul New Biology for the 21 st Century. Buku tersebut menyatakan bahwa di era digital ini, riset Biologi telah berubah menjadi lebih terintegrasi antarbidang (Conelly et al., 2009). Permasalahan-permasalahan sains dan sosial berkembang menjadi sub pokok bahasan baru yang memerlukan integrasi lintas biologi dan dengan sains dan teknik lainnya. Para ilmuwan sadar bahwa tantangan abad 21 atau abad digital, membutuhkan suatu pendekatan terpadu untuk penelitian Biologi, suatu pendekatan yang disebut komite sebagai The New Biology (Biologi Era Baru). Inti dari Biologi Era Baru ini, sebagaimana didefinisikan oleh komite, adalah integrasi—re-integrasi dari banyak sub-disiplin ilmu biologi, dan integrasi dari para ilmuwan biofisika, kimia, ilmuwan komputer/ informatika, teknik, dan matematikawan dan ahli ilmu sosial untuk menciptakan komunitas penelitian dengan kapasitas besar untuk menangani berbagai masalah ilmiah dan sosial. Mengintegrasikan pengetahuan dari banyak disiplin ilmu akan memungkinkan pemahaman yang lebih dalam tentang sistem biologis, yang akan mengarah pada karakteristik penelitian baru dengan memanfaatkan potensi keilmuan lintas bidang (Conelly et al., 2009). Adapun dari dunia pendidikan dan pedagogi, pendidik atau guru saat ini menghadapi tuntutan yang berubah dengan cepat, yaitu kebutuhan mereka yang semakin luas akan kompetensi yang lebih maju dari sebelumnya. Secara khusus, perangkat digital sudah menjadi kebutuhan dan keseharian, baik untuk mengerjakan tugas atau untuk membantu siswa dalam pembelajaran. Menjadi kompeten secara digital membutuhkan tutor/pendamping untuk mengembangkan kompetensi digital setiap pendidik. Di tingkat internasional dan nasional sejumlah kerangka kerja, alat penilaian diri dan pelatihan program telah dikembangkan untuk menggambarkan aspek kompetensi digital untuk pendidik dan untuk membantu mereka menilai kompetensi mereka, mengidentifikasi kebutuhan pelatihan mereka dan menawarkan pelatihan yang ditargetkan. Berdasarkan analisis dan perbandingan instrumen-instrumen ini, laporan ini menyajikan Kerangka Kerja Eropa yang umum untuk Kompetensi Digital Pendidik (DigiCompEdu). DigiCompEdu adalah latar belakang ilmiah yang sehat kerangka kerja yang membantu memandu kebijakan dan dapat langsung disesuaikan dengan pelaksanaan regional dan nasional alat dan program pelatihan. Selain itu, ini memberikan bahasa dan pendekatan umum yang akan membantu dialog dan pertukaran praktik terbaik lintas batas. Kerangka DigiCompEdu ditujukan untuk pendidik di semua tingkat pendidikan, dari anak usia dini ke pendidikan tinggi dan orang dewasa, termasuk pendidikan dan pelatihan umum dan kejuruan, pendidikan kebutuhan khusus, dan konteks pembelajaran non-formal. Program ini bertujuan untuk memberikan kerangka acuan umum bagi pengembang model Kompetensi Digital, yaitu Negara, pemerintah daerah, lembaga yang relevan, organisasi pendidikan itu sendiri, dan penyedia pelatihan profesional publik atau swasta (Ghomi & Redecker, 2019) Buku bahan ajar ini berisi tentang konsep, kerangka kerja dan simulasi pelatihan Kompetensi Digital bagi pendidik dan mahasiswa calon guru Biologi yang sedang dan akan berkecimpung dalam dunia pendidikan/ pengajaran. Adaptasi terhadap karakter pendidikan di Indonesia dilakukan oleh penyusun berdasarkan dari kerangka kerja Digicomp Uni Eropa tersebut dan diperkaya dengan program Literasi Digital Indonesia yang lebih menyentuh sisi-sisi nyata “keindonesiaan”. Buku ini bukan berisi petunjuk teknis untuk menguasai perangkat lunak atau algoritma tertentu, lebih dari itu buku ini memberikan kerangka kerja, langkah dan cara untuk menjadi pembelajar digital sepanjang hayat. Pembelajar sepanjang hayat ini penting karena dunia digital berlari sedemikian cepatnya, sehingga jika “hanya” petunjuk teknik untuk menggunakan aplikasi atau program tertentu yang mendukung pembelajaran misalnya, buku ini akan segera menjadi bacaan yang tertinggal atau out of date. Oleh karenanya, buku ini bertujuan untuk memberi tata cara dan sikap untuk terus berinovasi dan mengkreasi cara-cara menggunakan kail dan pancing, alih-alih memberi kail dan pancing saja.
