A Comparison of Asian Communist Regimes

Although the adoption of market reforms has been a key factor leading to China’s recent economic growth, China continues to be governed by a communist party and has a socialist-influenced legal system. Vietnam, starting later, also with a socialist-influenced legal system, has followed a similar reform path, and other countries too are now looking towards China and Vietnam as models for development. This book provides a comprehensive, comparative assessment of legal developments in China and Vietnam, examining similarities and differences, and raising important questions such as: Is there a distinctive Chinese model, and/or a more general East Asian Model? If so, can it be flexibly applied to social and economic conditions in different countries? If it cannot be applied to a culturally and politically similar country like Vietnam, is the model transportable elsewhere in the world? Combining ‘micro’ or interpretive methods with ‘macro’ or structural traditions, the book provides a nuanced account of legal reforms in China and Vietnam, highlighting the factors likely to promote, change or resist the spread of the Chinese model.

Strategies and Policies for the Developing World

Access to broadband connectivity is a country s passport to the global information society and knowledge economy the future. However, the adoption and use of broadband technology today remains extremely uneven and threatens to create a new digital divide. At the end of 2009, countries in North America and the European Union accounted for more than 50 percent of the world s 1 billion fixed and mobile broadband subscriptions, but South Asia and Sub-Saharan Africa together accounted for less than 3 percent. The experience with mobile telephony though shows the potential for growth in the information and communication technology sector in developing countries. Almost 75 percent of the world s mobile telephone subscriptions are in low- and middle-income countries, which have also promoted exciting innovations and realized significant economic development benefits. In fact, a growing number of countries are seeking to spur broadband development. To aid governments as they design their own programs, this volume offers examples and ideas from some of the most successful broadband markets: particularly the Republic of Korea, but also Finland, France, Japan, Sweden, the United Kingdom, and the United States. 'Building Broadband' does not suggest a universal solution but rather provides a long list of policies and programs organized within a strategic framework that allows solutions tailored to country circumstances. The essential building blocks identified are useful everywhere because they focus on improving incentives and the climate for private investment. This is a policy that even countries with very limited resources will be able to exploit.

Policymakers and researchers have focused on improving the quality of our nation's 3 million teachers to raise the achievement of students in key academic areas, such as reading and mathematics. Given the importance of teacher quality to student achievement and the key role federal and state governments play in supporting teacher quality, the objectives for this report included examining: (1) the extent that the U.S. Dept. of Education (DoE) funds and coordinates teacher quality programs; (2) studies that DoE conducts on teacher quality and how it provides and coordinates research-related assistance to states and school districts; and (3) challenges to collaboration within states and how DoE helps address those challenges.
