Although there is a commitment to character-based education, internal dynamics related to the internalization of moral values influence performance and the harmony of the work culture. Using the CIPP evaluative approach, which includes interviews, observations, and document analysis, the study found that a high level of moral agreement enhances discipline, responsibility, and organizational solidarity, creating a productive and harmonious work environment. The Moral Agreement Model has proven relevant as a strategic foundation for human resource development and the management of Islamic educational institutions. Keywords: Moral Agreement, employee performance, work culture, moral values, Islamic educational institutions.
